Ron Shumway



Ron Shumway acts as consultant, expert, arbitrator and neutral in disputes and claims in Engineering & Construction, representing both contractors and owners; and serves on the faculty of the Civil & Environmental Engineering Department at UC Berkeley teaching "Law for Engineers". During 2009 – 2010 he served as Chair of Disputes Review Board for a project in Southern California for a public owner and its contractor on a $20 million contract, ultimately dealing with disputes valued at several million dollars.

He was for 14 years Principal Counsel for Contracts & Claims in Bechtel's Legal Department. Prior to that Ron served as General Counsel of Guy F. Atkinson Construction Company for 13 years. Following his work at Bechtel, Ron became a Director at KPMG and later Managing Director with FTI Consulting.

Ron has more than 35 years experience in Engineering & Construction disputes and problems on commercial buildings, hydro projects, railways, tunnels, dams, bridges, refineries, pipelines, power plants, airports and similar projects. His work has taken him from Europe (a 1 1/2 year assignment in London for the owner at Eurotunnel), to the Far East and virtually every country in the Western Hemisphere.

Ron has a Bachelors degree from Brigham Young University and a Juris Doctor from Duke University School of Law. His legal career began at Pillsbury Winthrop in San Francisco.


Long Nguyen



Long Nguyen is an assistant professor in the Department of Environmental and Civil Engineering at Florida Gulf Coast University (FGCU). He teaches construction engineering and management, and conducts research in the areas of schedule analysis, productivity, cumulative impacts, and sustainable construction.

Before joining FGCU, he was a construction consultant at California, working on scheduling and other construction management projects. He has also served as deputy director of Tuan Le Construction Co. Ltd. in Vietnam.

Professor Nguyen earned his B.Eng. in Civil Engineering from Ho Chi Minh City University of Technology in 1999, M.Eng. in Construction Engineering and Management from Asian Institute of Technology in 2003, and M.S. and Ph.D. in Civil Engineering from U.C. Berkeley in 2005 and 2007, respectively. His research at Berkeley focused on the impact of delay and delay’s timing on schedule logic, float, and resource allocation.

Dr. Nguyen is a licensed professional engineer (P.E.) in California. Long’s work with The Ibbs Consulting Group includes scheduling, productivity, and project management standard of care.

PAUL L. STYNCHCOMB, CCM, PSP, CFCC




Mr. Stynchcomb is a Consultant with the Ibbs Consulting Group.  Formally, Mr. Stynchcomb was a Senior Managing Director in the Forensic and Litigation Consulting practice of FTI Consulting.   He has served the construction industry since 1984 as an expert in CPM scheduling, construction management, contract administration, and labor productivity.  Prior to 1984, Mr. Stynchcomb held construction management positions in several major U.S. construction firms.  Mr. Stynchcomb has been qualified as an expert in critical path method (“CPM”) scheduling, construction management, contract and subcontract administration, delay and cost impact analysis and loss of labor productivity in federal and state courts, boards of contract appeals, the Court of Federal Claims and before tribunals of the AAA and ICC.

Mr. Stynchcomb graduated from Jacksonville University in 1971.  Mr. Stynchcomb served as Project Engineer and Project Manager for major mechanical contractors / engineering firms on such projects as health care, fossil fuel and nuclear power plants, industrial processing facilities, chemical plants and commercial buildings and was manager of corporate planning, scheduling and cost control for a major mechanical and electrical construction firm.  Mr. Stynchcomb continued his education at Syracuse University.

In 2012 Mr. Stynchcomb co-authored with Dr. William Ibbs the chapter entitled “How to Estimate the Effects of Cumulative Impacts” that has been published by the Mechanical Contractors Association of American, Inc. (“MCAA”)  in its management guidebook  Mr. Stynchcomb has authored many other technical chapters in the MCAA’s management guidebook and has taught thousands of construction professionals the principles of CPM scheduling, claims prevention and labor productivity analysis over the past 30 years.

Mr. Stynchcomb is a member of the Project Management Institute, the Association for the Advancement of Cost Engineering, the Construction Management Association of America and the American Society of Military Engineers.  Mr. Stynchcomb has been examined and certified by the Construction Management Association of America as a Certified Construction Manager (“CCM”) and by the Association for the Advancement of Cost Engineering as a Planning and Scheduling Professional (“PSP”) and as a Certified Forensic Claims Consultant (“CFCC”).


Allen Goad



Allen has over 20 years experience and in-depth knowledge leading successful large to medium programs; both domestic and international. Outstanding leadership with expertise in Construction Management, Strategy Deployment, Operational Excellence, Line of Balance, Lean Construction, Toyota Production System, Six Sigma, Team Building, and Training. He has a solid reputation for program management strategy execution, manufacturing excellence strategy execution, and problem resolution. Analytical and detail-oriented; focused on improving profits, improving schedules, and drastically reducing lead-times while maintaining excellent safety standards, quality standards, and customer satisfaction.


Hiten Magudia



Hiten Magudia is a construction independent consultant in the San Francisco Bay Area who has previous direct experience working for agency, contractor, and design staffs. He offers construction consulting services to local private and public organizations.

Previously, Hiten worked for multiple heavy civil infrastructure contractors where he excelled in performing the duties of a range of positions, including project engineer and project manager. Projects he worked on were high profile and involved significant owner changes, considerable partnering, and substantial project recovery. From 2010 to 2012, he was extensively involved in quantifying numerous owner caused changes resulting in a project cost increase of $50+ million dollars for the contractor.

More recently in 2013 to 2014, Hiten has performed work as a construction management consultant for the California Department of Transportation, providing CM services for highway corridor construction projects. Projects he has made contributions to throughout his career have been presented awards by various organizations, including: AGC, ASCE, California Transportation Foundation, and Roads & Bridges Magazine.

Hiten earned a B.S. in Civil Engineering and M.S. in Civil Engineering Construction Management from UC Berkeley. He is also a licensed professional civil engineer in California. Hiten’s work with The Ibbs Consulting Group includes productivity, impact analysis, and construction changes.


John C. Borquez



Mr. Borquez is a Consultant with the Ibbs Consulting Group. He earned his B.Eng. in Civil Engineering from California State University, Fresno in 1995 and is a licensed professional engineer (P.E.) in California.

Before joining The Ibbs Consulting Group, John worked for 17 years performing Contract Administration, CPM scheduling and Claims Analysis on Heavy Civil construction projects.

John’s work with The Ibbs Consulting Group includes analysis and interpretation of complex construction schedules, estimates, and related matters.


George Goubran



An avid technologist, executive, and entrepreneur, George has broad experience in a variety of roles including operational management, strategic planning and business/corporate development. Develops performance metrics, analyzes trends and implements changes to organizational performance. Successfully works across organizational and departmental areas to produce results and solve problems including information technology, training. Exercise sound judgment, discretion, and confidentiality with information of a complex nature and strategic importance.

Accomplished and diversely qualified Project/Program Management professional with systematic and results-driven approach. 15+ years of intense experience in the field of Business Administration including project management initiatives.
